This annual report describes post-secondary education financing, federal programs of support to, or involvement in post-secondary education, the relationship between such federal contributions, transfers and programs and Canada's educational and economic goals. It describes the results of consultations by or on behalf of the Secretary of State of Canada with the Council of Ministers of Education relating to the definition of national purposes and the means by which those purposes will be achieved. The report also identifies areas in which the views of provincial/territorial governments are significantly different from those represented by federal legislation.
