Clapp; Transmitted Legislature April 13, 1864 The only alternatives, therefore, were to allow these stupendous frauds to go unredressed, to let the patriotic men, who are offer ing their lives on the altar of their country, he robbed of the provision which their fellow citizens have made for their families, and to suffer the plunderers to escape with their ill-gotten gains, or to take, as I have done, some of the principal agents in these frauds into custody, to be held till they make restitution. The amount of which recruits were defrauded at Lafayette Hall, where and while Mr. Clapp was chief broker, cannot fall short of I have succeeded in recovering about and am not without hepe of adding largely to the amount.
