Based on a 50 year review of human development, the Human Development Report 1994 presents a new development paradigm--sustainable human development. The Report suggests policy changes in moving towards sustainable human development; discusses a new concept of human security; proposes strategies for phasing out the Cold War; proposes new development cooperation compacts; and presents a new World Social Charter for consideration at the World Summit for Social Development.
