In this report, the authors examine the extent to which China's People's Liberation Army (PLA) is a learning organization by (1) analyzing the areas in which command structure and operations fall short of what the PLA assesses is required for modern-day warfare and (2) assessing how the PLA has adapted its organization, command culture, and operations to close those gaps.
