
Concentrating on the period from the early 1980's onward, Patrick Low traces changes in the US attitudes toward the mutilateral trading system, arguing that the trade policy-making process in the United States is failing to secure outcomes that take adequate account of the national interest. He also carefully examines the GATT, taking into consideration how well the system has functioned and what it has to offer.
