Content diversity is the key element of the German regulatory regime for the media. Insofar, sufficient independance of the media from the state or stakeholders is a necessary requirement for content diversity. In its judgment of March 25, 2014 on the ZDF Interstate Treaty the Federal Constitutional Court, for the first time, specified and substantiated the requirements for the construction of the internal organization of public service broadcasters deriving from the principle of detachment from the state and stakeholders. For this reason, the decision is of fundamental importance - even beyond the ZDF Interstate Treaty and its revision. In order to document the proceedings and to function as a basis for further research this book comprises the written application and essential written submissions in addition to the decision itself.
