
There will never be a permanent or simple solution to the issues of finance responsibility for higher education, but the long-term stakes are too high to allow the issue to be settled by short-term policy drift. these issues require national debate and state-by-state resolution. This book was written to help frame and stimulate that debate by providing a deeper understanding of recent developments in higher education finance, of the policy responses to the developments in particular states, and of the increasingly volatile context of public finance in the United States.
