Money, mafia, oil and spies threaten the government's business as usual methods in post-cold war Russia.Chukotka, a province in the Russian Far East, more remote even than Siberia, is suffering from neglect as Russia makes the difficult transition to a market driven economy. Skurt Ancre, an upper-level adminstrator creates an action group that learns how to steal, kidnap and launder money in its efforts to aid their people and seek relief from the incompetent theives running the government in Moscow. Using their wits and ex-KGB agents they work towards a goal that keeps growing to span the globe as they contend with a Koreran spy, a corrupt banker and a ruthless mobster. Their success brings them to the ultimate challenge as they force the hard-line president of Russia to make a choice between two unpleasant choices.
