It covers the initial planning and development stage of the Education First Youth Foyer (EFYF) model, from post-election funding to the opening of the first EFYF at Homesglen TAFE.... this report explains how reconfigured relationships and roles between government and community sector enabled the modification of existing practices and the creation of new approaches. Developed by the Brotherhood of St Laurence and Hanover Welfare Services (now Launch Housing), with funding from the Victorian Government, the Victorian Education First Youth Foyers (EYF Foyers) are an innovative student accommodation and education model for young people experiencing, or at risk of, homelessness. Students participate in education and training while at EFY Foyers to gain skills to transition to independent living and employment.
