The papers in this collection are drawn from the 1999 British Institute for Energy Economics academic conference. A main theme is the regulation of energy markets. The leading contributions are by Callum McCarthy, the UK Gas and Electricity Regulator, who considers the history of UK regulation, and by Deiter Helm of Oxford University, who details UK energy policy over the last twenty years of Conservative and Labour governments. Other contributions cover oil markets, natural gas, electricity, nuclear power, and the links between energy policy and the environment.
