
"Sparked by the recent NAFTA debate and the Uruguay Round of GATT trade negotiations, policymakers are now searching for ways to lessen the conflict between freer trade and environmental protection. Esty analyzes the policy failures that contribute to this conflict and develops a program for building environmental sensitivity into the GATT.
