This thesis is an extensive theoretical study of the tax system of the 17 Spanish Autonomous Regions (Comunidades Autónomas), and includes comparative studies of the regional taxes in Australia, Canada, Germany, the United States, Switzerland and Italy. The preliminary study by Javier Lasarte considers the Report on the Autonomous Regions' financing system and its problems, and also the political pacts concluded in 1996.
