From the Executive Summary: The research project consisted of three parts. First, the recent history of controversy related to the creation of revenue budgets by the Canadian federal government was reviewed. Also examined were any suggetions, intended to obivate repetitions of such controversy... In the second part of the project, the reform suggestions were discussed in individual interviews with about 30 participants in the Canadian federal revenue budget process... In the third part of the project, descriptions of revenue budgets in four other jurisdictions were compared with the process of creating a Canadian federal revenue budget. The other jurisdicitions were the federal government of the United Sates, the government of the United Kingdom, the Commonwealth of Australia, and the provincial government of Ontario.
