British Columbia is committed to the goal of stabilizing provincial greenhouse gas emissions at 1990 levels by the year 2000. This action plan sets out the measures that the province is taking to pursue that goal. It also describes some of the many positive steps being made by industry, communities, and the public. After an introduction on the nature of the greenhouse effect and its potential impacts, this report outlines the plan approach and planning process. It then presents the 53 plan elements in the following categories: provincial leadership, including adoption of appropriate provincial policies and standards; energy conservation and efficiency; transportation; energy supply; forestry and greenhouse gas sinks; agriculture and greenhouse gas sinks; solid waste management; cross-sectoral actions such as support for pollution prevention planning; science, education, and awareness; local government support; and national actions.
