The Fraser Valley has serious air pollution problems due to geographic factors and the emissions from road vehicles. Light-duty vehicles are responsible for over 70% of the Valley's air pollution. The AirCare program is designed to reduce pollution from those vehicles and includes a mandatory annual vehicle emissions inspection, a certified repair program for vehicles that fail the inspection, and a research center for emissions standards testing. This document is the first report on the performance of the AirCare program. It describes the Fraser Valley air pollution problem, its causes, and the details of the program, including the inspection process, the reliability of emissions tests, and the certification of repair centers. Finally, the report provides data to show the effects of AirCare on reducing Fraser Valley air pollution.
