In the past two decades, environmental policy has emerged as a major field of action in the European Community. It is recognised that the liberalisation and integration of the European market should be matched by common environmental measures. The process of environmental policy making in the Community is characterised by a delicate interplay of political agendas, institutional relations and regulatory cultures at national a transnational levels. This interplay is the subject of the present book.
