(Seconded.) Delegate Bittncr, Secretary of the Committee--The report of the committee covers that and means just exactly what the brother's substitute means. There is a section farther on which says that all appointments and removals shall be subject to the approval of the International Execu tive Board. Delegate Pyner--You will observe there is an omission in my substitute. I have omitted making any reference to the appointment of organizers. Perhaps you have overlooked that. The section submitted reads: "Ho may appoint such organizers, field and office workers." etc. It may be necessary for some delegates to inquire why I have omitted any reference to organizers.
