It’s main focus was on "Telecommunication Systems, Services and Technologies", including new research developments and applications spanning all areas of ICT related to data communication networking, e-business, optical communication systems, security and cryptography, signal processing and multimedia applications, and wireless networks and information systems. ICE-B 2011 is part of International Joint Conference on e-Business and Telecommunications. This event was sponsored by INSTICC (Institute for Systems and Technologies of Information, Control and Communication). ICE-B was technically co-sponsored by IEEE Systems Council and held in cooperation with US, ETSII, SWIM, ATI, ACM, ACM SIGMIS, CEPIS, FIDETIA and INES. ICE-B 2011 received 70 papers in total, with contributions from 59 different countries in all continents. To evaluate each submission, a double blind paper evaluation method was used: each paper was reviewed by at least two experts from the International Program Committee in a double-blind review process, and most papers had received 3 reviews or more.
