The analysis in this report is based on the sample of 181 respondents. An examination of survey responses within the municipal services sector and within the education sector revealed that there were no marked differences between the component groups of either sector. Therefore, the analysis focuses primarily on findings as they relate to each of these two sectors as a whole unless special features warrant additional comment.
