
In this research not, how public policy and private industry in Canada and other countries (United States, United Kingdom, France, Germany, Luxembourg and Japan) have dealt with labour adjustment problems will be examined. The results of available evaluations and comparative impact analyses of these programs and practices will be incorporated into the review. The emphasis will be on active programs that affect how the employer (demand-side) deals with changing labour needs....The focus on active, employer-targeted measures is justified by the growing interest in finding alternatives to passive (and expensive) income maintenance measures to deal with the human aspects of structural adjustment.
