
This document presents the Social Planning Council's observations and recommendations regarding major issues which, in the Council's opinion, should inform the development of Metropolitan Toronto's long-term social development strategy. The document begins by noting the changing demographic, social, and economic characteristics of the Toronto region, including the increasing growth of the suburbs outside of Metro Toronto. It then outlines guiding principles toward formulating a social development strategy that would be integrated with an economic development strategy. Social development issues covered include education and job training, housing and land use planning, poverty, community health and social services, living in an ethnically diverse and multiracial society, and personal safety. An appendix includes discussion of funding trends for human services in Metropolitan Toronto.
