
This report examines whether an income-contingent repayment plan (ICRP) would be an improvement over the current student loan system, as discussed during a two-day symposium. Loans under an ICRP would allow college and university students to repay their education loans on a schedule tied to their earnings instead of the present fixed timetable of repayments. The report summarizes the symposium presentations, panel discussion, and workshops, and presents the perspectives on ICRPs from the points of view of governments (both provincial and foreign), Ontario universities, student groups, labor federations and unions, and faculty associations. The six ICRP issues discussed in the workshops were eligibility, financing, repayment, equity and gender issues, accessibility, and intergovernmental issues.
