The paper formulates an evaluation procedure for examining the effects oflocation on the economics of mineral exploration targets and minedevelopment opportunities nationwide. Inherent differences in the qualityof mineral resources are not considered. These deposit-specificcharacteristics are held constant throughout the appraisal. The appraisalconcerns two representative mine development opportunities: a medium-sizeopen pit tungsten deposit, and a small underground gold deposit. The influence of regional economic conditions and taxation are examined inisolation and together.
