This publication discusses the policy behind the new provisions of the UNCITRAL Model Law on Procurement of Goods, Construction and Services. It discusses how to use and regulate various new phenomena in public procurement, including the use of electronic means of communication in the procurement process, electronic auctions as a method of undertaking public procurement, and flexible arrangements for regular or urgent purchasing.
