
Quickly developing countries' traditional construction industry plays important role in the economy but for most countries the construction industry is in urgent need for digital transformation in the digital era. And disruptive new technologies such as building information modelling (BIM) has been recognized as one of the most important tools in this perspective. In China BIM has been encouraged to be used in the architecture, engineering and construction industry by the Ministry of the House and Urban-Rural Construction since June 2015 when a directive policy was promulgated. But still, the world lacks methodologies to use the BIM effectively and it is discovered that tools like ability evaluation standard is most needed administration tool as disruptive technology like BIM is reshaping not only the business process but also reorganizing our industry and companies and government governance methods as well. We have carried out a series of research works at the Zhejiang University regarding the theory and methodology of the digital transformation for architecture, engineering and construction industry in China and suddenly we come to the new result that this kind of research result is of great value for the world because China is carrying out a program of international operation in the investment and cooperation to build infrastructure for more than 65 countries along the so called "Belt and Road" countries. We argue that without digital capability any international investment from China will be NOT successful in the increasingly digitalized world.
