Outlines the problems posed by the European Union’s Common Agricultural Policy before the start of the Agenda 2000 reforms, drawing on discussions at a CIIR/UK Food Group conference. It argues that the European Commission’s ideas do not go far enough to ensure that consumers in both North and South have access to safe, sustainably produced food, that farmers get a fair deal and that the environment is protected.
