Article 4 directions are a mechanism to increase the planning control powers of local authorities. This report sets out the findings of research commissioned by the Department of the Environment into the use of Article 4 directions. The principle objectives of this research were to provide sufficient information about the use of directions so that the Department could consider whether the scope of directions should be changed and whether local planning authorities or the Secretary of State should take the initiative in cancelling existing directions.
