Safer sex information and education initially led to a substantial reduction in high risk behavior. The annual number of homosexual men newly infected with HIV dropped. In this dissertation the central tropic is whether this process of behavior change was sustained in the longer run. Individual as well as aggregats level behavioral data were collected. From the reported studies it appears that a setback has occurred in the behavior change process, especially among younger homosexual men.
