In 1983, the Beaufort Environmental Monitoring Program (BEMP) was initiated to provide the technical basis for design, operation and evaluation of a comprehensive and defensible environmental research and monitoring program to accompany hydrocarbon development in the Beaufort Sea relating to the environmental and regulatory responsibilities of the federal Indian and Northern Affairs Dept. and the Dept. of the Environment. Because of a number of developments since 1983, a new initiative was considered necessary in 1990 and this was named the Beaufort Region Environmental Assessment and Monitoring Program (BREAM). This report summarizes the latest year of BREAM, describing planning meetings, community-based concerns, catastrophic oil spills and future activities. Lists of participants in various meetings throughout the year are presented, as well as program updates, a directory of persons historically involved in BEAP, MEMP, and BREAM, and a proposal for a coastal zone.
