No one who appreciates the lack of system which exists in ninety-nine out of ono hundred of ovon tho important communities of this land in respect to matters of this kiud, the general abscueo of well-kept and properlyposted records, and the frequcut indifference of officials to statistical or scientific inquiries, will be surprised to lind much in this table, after all has been done which the existing law authorizes and enables the Census Office to do, which cannot be said to consist strictly with any singlo rulo. The cost of support varies greatly in city and iu country, and very much also according to tho system of poor-relief adopted. Tho difference between city and country may be stated approximately as follows: Aunual cost of support in rural districts, §75 to §90; annual cost in cities and largo towns, S90 to §125. Tho local system of poor-relief, however, enters, sometimes to equalize these expenditures, and sometimes to exaggerate tho differences above indicated. Under a system uniform throughout the State, it happens in moro than ono State that the panpers iu purely rural districts are maintained quite as expensively as the poor of tho largest cities. Unquestionably the most economical method of treating the pauperism of a community is found in the town-farm system. Land, buildings, and farming-tools beiuz provided by the town, only one salary, that of the overseer, requiring to be paid, ana the labor of the paupers being employed to the full extent of their physical ability, the annual charge of support in tho States using this agency is reduced to a iuiuimum, often not exceeding sixty or even fifty dollars.
