Each chapter and section begins with a note setting out the scope of the subject and ends with a selection of notes meant to inform and to probe the preceding materials. Where the subject is particularly complex or timely or both, there are extended notes and comments. The book is divided into the basic tools, including introductory matters, zoning, planning, subdivision regulation, and capital infrastructure provision; critical issues, including constitutional issues and exclusionary zoning; and implementation involving the most current solutions to critical problems on rebuilding the urban core, managing growth on the urban fringe, state and regional systems, and federal land use controls.
