In this paper, analysis of this issue is based on the technical aspects of the Sparrow decision, the terms and conditions of implementation of the AFS, and some of the information collected by the Standing Committee of the House of Commons on Forestry and Fisheries during its three days of public hearings in Vancouver from 25 to 27 January 1993.
