(3) That in addition to the fee paid for this license royalty at the undermentioned rates shall be paid on arrival of the timber at and that the timber shall not be converted, or utilized, or removed from until such royalty has been paid in full:--(4) That if all dues on the timber are not paid on or before the day of 18 the timber men tioned in this license shall lapse to Government.
