
TSA's Aviation Channeling Services Provider project was initiated in response to concern that airports and airlines should be able to choose vendors for relaying information used to issue airport security badges. Although TSA selected three vendors using Other Transaction Agreements under the authority of the Aviation Transportation Security Act, it did not properly plan, manage and implement the project. Specifically, TSA did not Document the project's plan, roles and responsibilities, budget and spending, and major decisions made while implementing the project; Establish and enforce standard testing requirements and ensure that all vendors test system functionality with at least one airport to identify problems prior to deploying the new Aviation Channeling Services Provider system; and Ensure that project challenges were adequately addressed.
