
This study had three objectives: to determine the extent to which smoking prevention programs are offered in Canadian schools; to assess the extent to which existing programs meet efficacy criteria; and to identify program gaps that need to be addressed. The study methodology included telephone surveys with spokespersons for government departments of education and health, national organizations involved in smoking prevention, and a randomly selected but balanced sample of small and large school boards (elementary and secondary). The efficacy criteria provided a basis for assessment of programs, guidelines, resources, and curricula in four areas: focus, content, deliver, and implementation or adoption. This report presents the findings of that study and the recommendations for improving school-based smoking prevention across Canada. The appendix contains a directory of Canadian smoking prevention programs.
