
This report focuses on a December 1988 to December 1989 evaluation of the structures, processes, and outcomes of 15 primarily volunteer tutor-based literacy programs. It addresses the effectiveness of the Saskatchewan Literacy Campaign in increasing tutor and learner enrollments in the programs. Chapter 1 provides background and definitions. Chapter 2 describes the qualitative evaluation research approach, which included document review, site visits and in-depth program reviews, personal interviews, and questionnaires. Chapter 3 provides a historical, cultural, and demographic overview of Saskatchewan. Chapter 4 describes the nature, scope, contexts, and current status of literacy programs. Chapter 5 looks at experiences of learners and the processes whereby they are learning and at tutors' experiences, their own learning needs and outcomes, and their perceptions of the Literacy Campaign. In Chapter 6, the effectiveness of the media strategy of the Literacy Campaign is addressed. Chapter 7 summarizes benefits and barriers to literacy learning within the personal, community, program, and provincial contexts and makes recommendations about provincial policies for provision of adult literacy education, the Literacy Council and the Literacy Campaign, and existing literacy programs. An 18-page bibliography is followed by 25 appendixes containing project materials, including correspondence, instruments, and data. (YLB).
