There are these categories of improvements that I've mentioned that will have to be done in all cases. We can not do this in detail without these studies. Now, substantial funding will be needed from many sources for these improvements. Amtrak must have a dedicated source of cap ital. For example, one penny of the fuel tax could provide for equip ment and for some contribution to track and signal improvements in the high-speed corridors, as provided in the Swift bill.
