This report first reviews the activities of Elections Canada since the publication of its previous report in April 1999. It includes discussion of legislative issues such as amendments to election law, the National Register of Electors, the use of information technology in elections planning & registration, electoral mapping, relations with Parliament & registered political parties, international activities, and convictions under the Elections Act. It then describes federal by-elections held to fill vacancies in four districts resulting from the resignation of their Members of Parliament. Information is provided on communications with electors, voter turn-out, votes obtained by each candidate, and compliance with the Elections Act.
