Author Description

In this report the authors analyze the various options for the development of a CEWS that can immediately flag countries or regions that face imminent emerging conflict, support strategic and programmatic planning, and enhance conflict analysis and existing capabilities more generally. The explicit purpose of this first report is to distil the most important insights to be considered in the design of a Conflict Early Warning System. It reflects on opportunities and limitations, and outlines risks associated with CEWS.
