‘Administration for Service of People’ was the slogan of the last Reform Commission in Bangladesh. But the present administration is attributed, in many occasions, to tortuous procedures, dinosaurus size, narrow outlook, inefficiency, red-tapism and many other negative connotations. A Development oriented administration may help us uplift from this dismal situation. The entire process of development administration necessitates acquisition of a set of new skills and internalization of a cluster of new values in tune with the needs of democratic administration, market economy and globalization. The training institutions may act as catalysts to the acquisition and internalization. BPATC, as an apex training institution in Bangladesh, can play an important role in this regard. This study is an effort to assess the institutional capacity of BPATC to impact training.
