Efforts to tackle the problems of urban decay and disadvantage over the past 15 years have underlined the complexity of regeneration. For instance, unless improvement strategies include an economic dimension - through training, job creation, support for local enterprise - the benefits of regeneration in poor communities will be short-lived.This report explores the scope for collaboration and partnership between Training and Enterprise Councils (TECs) and other organisations involved in area regneration, including social landlords, local authorities, the community and the voluntary sector. The report:provides a better understanding of the constraints as well as the potential for collaboration involving the TECs;clarifies the links between economic, social and community dimensions of regeneration;highlights tangible ways in which the TECs can add value to regeneration partnerships;illustrates examples of good practice that can inform partnership working, and proposes guidelines for good practice. All those concerned with making regeneration partnerships work more effectively will find this report essential reading.
