This annual report reviews the work of the House of Lords during the financial year 1 April 2003 to 31 March 2004. This year's report adopts a new format, giving an examination of the House of Lords' service provision and administration, based on the implementation of the primary tasks set out in its first annual Business Plan (HLP 147, session 2002-03; ISBN 010400326X). The report also incorporates the annual report of the Audit Committee.
