
Describes the three main goals of the Commission in incorporating both French and English into the cultural identity of Canada. These goals are the equality that is proclaimed by the Constitution and the Official Languages Act; the quality of service, education and financial management all citizens are entitled to receive from government; and continuity of programs as well as consistency of motivations to ensuring the existence of these programs. The report discusses official languages from a national agenda perspective, with a look at affairs of state, language rights, and government policies and programs. The report also evaluates equality of language rights in federal institutions, evaluates institutions, and gives an overview and a province-by-province review of minorities. Also discusses the promotion of second-language instruction in public schools. Appendices include a review of activities for the year; and an organizational chart.
