
Presents and discusses results of an assessment of the reading and writing skills of a random sample of 13- and 16-year old students drawn from all provinces except Saskatchewan. Five levels of reading achievement and five levels of writing achievement were established, and results are presented of percentages of students (by sex and age) at each performance level. Presentation of the provincial results is accompanied by background on the social context of the educational system, the organization of the school system, and language teaching and testing practices.
