This is where it all starts. I would suggest that we here need to assess the threat, also, and to recognize the constantly changing scene regarding the unique product that you, as chaplains, are con cerned with. I don't think one can study our history and not perceive that wars and warfare are less and less a battle for material wealth or land or property than they used to be. After all, in World War II the winner got to rebuild the loser at the winner's ex pense. In North Vietnam, the Offer to assist with rebuilding was an incentive to bring peace. In the mid-east, we're offering both Sides help if they will only be more cooperative. So the American motive for participation in war is not one of coveting something which someone else has, which we then - as an extension of our foreign policy - use our military forces to obtain.
