Incredibly violent and seemingly random murders shock and baffle the police. The Covert Operations Unit (C.O.U.) appear and start to make some progress in finding out the cause. As they follow lead after lead they uncover too much information ' so much that their superiors try to keep them from any further investigation. Just as they begin to lose heart, an informant shows up with new information, so the team decides to take the law into their own hands for the greater good. The team go rogue and find themselves in a battle against their own organization and whatever it is that is behind the murders'
