
This book is about the adverse effects the author anticipates for migrants, immigrants and refugees throughout the European Community in 1992. In the introduction, Mr Cohen states that '1992... poses fundamental danger to labour from the Third World through the attempted harmonisation of European immigration laws.' The book begins by looking at the political economy of 1992 and various bilateral agreements between members of the European Community which have restricted immigration. The author then moves from his examination of 'Fortress Europe' to 'Fortress World'. To document the analysis of the harmonisation of immigration control, he looks at the internationalisation of carrier liability, visa controls on marriage partners and what is described as 'the international attack on refugees' in their deportation. Mr Cohen presents a history of United States immigration control in terms of racism, control of labour and anti-communism. Comparisons are made between the US policy and that of the United Kingdom. A detailed description is given of various legislation passed in 1986 to restrict immigrants, migrants and refugees and employer sanctions which were part of US legislation. A separate chapter describes United States foreign policy, anti-communism and refugee law. The author maintains that the crucial factor in determining refugee status for the US Government is whether the asylum-seeker is fleeing a communist or non-communist country. Mr Cohen then focuses on the Rio Grande Valley, which he describes as a 'war zone, ' and 'Tomb of the Undocumented.' The concluding chapter gives examples of various resistance movements in opposition to the use of state borders to control people.
