Proceedings of a session at the ASCE National Convention, held in Atlanta, Georgia, October 9-13, 1994. Sponsored by the Water Resources Planning and Management Division of ASCE. This collection contains four papers examining techniques used in the water and wastewater utility industry to enhance revenues. Approaches include avoiding major capital expansions; increasing revenue through better planning and management of existing resources; and, in the case of Las Cruces, New Mexico, developing a fee system to equitably allocate the cost of providing new utility service and the cost of adequately maintaining the existing system among individual users of the system. These four papers will be of interest to any engineer needing to generate additional revenues or avoid major capital intensive expansion projects in order to maintain financial integrity of municipal utilities.
