
This project developed an evaluation framework to guide future research and evaluation of devolution efforts and effects. The framework was developed using a generic logic model as a basis from which specific evaluation questions and indicators can be developed. Information was collected through literature reviews; telephone interviews with representatives of other jurisdictions; and in-person interviews and focus groups with potential stakeholders. The document goes through each of the steps necessary to develop an evaluation plan, discussing the basic concepts of evaluation and examining how various components of an evaluation framework fit together; presenting a detailed discussion of the logic model for devolution; providing the core elements of the evaluation framework; outlining a six-step process for applying the framework in various situations; and discussing various options for testing the framework.
