
Excerpt from Conference Rulings of the Interstate Commerce Commission The Commission has found occasion to make many material changes in its original rulings as time went on and has made a number of modifications and cancella tions which are reected in the later rulings. In actual practice it should be remembered that new bulletins and supplements are issued from time to time and that each new issue of either publication contains rulings not previously incorporated. It should also be remembered that conference rulings are made public from time to time through the daily papers and through traffic publications; so some important ruling may be in effect for a considerable time before it is incorporated in bulletins or supplements. For instance, Conference Rulings Bulletin no. 6 was issued April 1, 1913, and Sup plement No. 1 to that bulletin was not issued until June 1, 1914, sixty-seven new rulings having been brought out between the time the bulletin was issued and the time the supplement was issued.
